Why this matters in an apartment building

In an apartment building, the utility networks up to the common risers belong to the apartment, but the risers and the building's heating system are the common property of all owners. That is why you can sometimes order the same job yourself, while at other times you first need the house manager's approval or a decision of the owners' meeting.
